Attempting Modernity in the Middle East 1800–1912

This article by Bernard Lewis asks important questions about why Middle Eastern countries are often ambivalent about modernization. In the process, he reviews the key elements that create modernity, the theme of this course. Many of the elements of the modern world system he discusses will now be familiar. Others, such as the role of individualism, the separation of church and state, and women’s rights, we have not had time to discuss. By creating this overview and asking what is uniquely part of Western culture and what is beyond culture, Lewis provides a capstone to the last three modules. His erudite musings help us ask: What is modernity? How did it come about? And where is it going?

Assignment Overview

By the early 18th century, the Ottoman Empire, which ruled the Middle East, was in decline. Weak rulers left the way open for power struggles between officials, religious experts, and Janissaries (Guards). Provincial administrators and landholders colluded to drain revenue from the central treasury. The general economy suffered from competition with the West as imported goods ruined local industry. European rivals took advantage of Ottoman weakness. The Austrian Habsburgs pushed the Ottomans from Hungary and the northern Balkans. The strengthened Russian state expanded into the Caucasus and Crimea. The subject Christian peoples of the Balkans challenged their rulers: the Greeks won independence in 1830, Serbia in 1867. By the 1870s, the Ottomans had lost nearly all of the Balkans, and their capital was often threatened by Balkan or Russian armies.

Faced with difficult challenges and the disintegration of the Ottoman Empire, Sultan Mahmud II initiated a set of reforms. Mahmud’s successors followed with the Tanzimat, or “reorganization,” a sweeping set of reforms designed to modernize the Ottoman Empire.

Building the Modern State: Public Opinion and Governability

It is an article of faith that democracies represent the will of the populace, and therefore must be cognizant of public opinion. But this was not always the case. Before the Enlightenment (18th century) sovereigns believed that they ruled by divine will, not popular will. The signing of Magna Carta in 1215 had confirmed the principle that royalty were subject to some constraint (the opinion of other landed aristocrats). However, the next step, the idea that nations must operate according to a social contract between the governed and the government, would take another 500 years to take hold.

Attending theaters, living in urban areas, going to coffee houses, and reading newspapers all helped to give people the sense that they were part of “a public.” Wealth and education provided the public with more opportunity to congregate and more ideas to talk about. As Europe gained a middle class who participated in discussion of current affairs, governments began to listen to them more. At first this involved domestic affairs, then foreign affairs.
